If you experience this pls verify all your tnsnames and if that does not work pls. verify your Oracle Client software. xls4oracle is using OO4O and can use Oracle Instant Client. Download proper oracle product and re-install the Oracle client.

Pls. verify your Oracle installation using tnsping.
